Does Homeowners Insurance Cover Water Damage in California?
The short answer: sudden and accidental, yes. Gradual and surface water, no. The long answer is where every denied claim lives.

Our Role
Photographs and video of the loss in its original state, moisture readings at mapped points, the source of the failure, and the physical evidence of when it happened. Adjusters decide claims on evidence, and evidence is only available at the start.
The same line-item platform your adjuster works in. Auditable item by item, priced to regional standards, and immediately readable by the person approving it. This removes most of the friction from scope approval.
We justify the scope, answer technical questions about drying standards and category classification, and handle supplements when the scope grows after demolition. You are not the go-between.
You pay your deductible. We invoice the carrier for the approved scope rather than asking you to front five figures and chase a reimbursement.
On a replacement-cost policy, carriers pay actual cash value up front and hold back depreciation until work is complete. We supply the completion documentation that gets that second payment released.
Before we start, not after. If part of the loss is going to fall outside coverage — long-term seepage, groundwater, a mold sub-limit — you will hear it from us early enough to make a decision about it.

California Policies
Water backup / sewer and drain coverage — inexpensive, and genuinely relevant in a city where clay sewer laterals under mature street trees are the norm. Read why on our sewer lateral guide.
Flood insurance — the only thing that responds to surface and rising water. Worth pricing if you are near the Berkeley Marina, in the West Berkeley flats, or along a creek alignment.
The Process
Every policy has a prompt-notice requirement, and delay is the single most common reason a legitimate claim gets reduced. You do not need to know the scope — you need a claim number and a date of loss on record.
Your policy obligates you to take reasonable steps to prevent further damage. That duty starts when you discover the loss, not when the claims office opens. Waiting for authorization to begin extraction hurts your claim rather than protecting it.
Usually within a few days. We meet them on site, walk the loss, and hand over the moisture log and photo record. Having the documentation ready is what turns a contested scope into an approved one.
Emergency mitigation is the phase carriers approve fastest, because delaying it multiplies their exposure. This is rarely where a claim gets fought.
The build-back is scoped separately once demolition reveals the full extent. Supplements are normal at this stage and we handle them.
Work is documented as complete, the depreciation holdback is released on replacement-cost policies, and you get the full file for your records.
This is general information for California homeowners, not legal advice. For a disputed claim, talk to a licensed public adjuster or an attorney.
Claim Questions
No. In California you have the right to choose your own licensed contractor. Carriers maintain preferred vendor programs and may suggest one, but that is a recommendation, not a requirement. What matters is that your contractor estimates in Xactimate and documents thoroughly enough for the adjuster to approve the scope.
Compare the likely cost against your deductible, and factor in that claims history can affect future premiums. A small loss just above the deductible is often worth handling yourself. A significant loss is exactly what the policy exists for. We will give you a written estimate first so the decision is based on a real number.
We invoice your carrier directly for the approved scope rather than asking you to pay in full and seek reimbursement. You pay your deductible; we handle the paperwork, the supplements, and the depreciation holdback release on replacement-cost policies. It removes the part of the process people find worst.
Xactimate is the line-item estimating platform used across the restoration industry and by essentially every insurance adjuster in the country. An estimate written in it is auditable item by item and speaks the same language as the carrier, which removes most of the friction from getting a scope approved.
Get the denial in writing with the specific policy language cited, and request the engineering report the carrier relied on. Denials based on incomplete information are frequently overturned when the missing evidence is supplied — independent assessment, dated photographs, maintenance records, and the failed component itself all carry weight. The California Department of Insurance also takes complaints.
If the home is genuinely uninhabitable from a covered loss, most policies include Additional Living Expenses — commonly around 20 to 30 percent of the dwelling limit. It covers the difference between your normal cost of living and what you spend because you cannot be home. Confirm the daily limit with your adjuster before booking, and keep every receipt.
