The mechanism is not really rain. It is tide plus storm. When a king tide coincides with an atmospheric river, the storm drain outfalls are below the water line and the system has nowhere to discharge. Rain that falls has to wait for the tide to drop.

Aquatic Park itself is a tidal lagoon connected to the Bay through tide tubes, and the ground around it behaves accordingly.

This is a mixed corridor — commercial and light industrial buildings, offices, hospitality, and the residential edges of West Berkeley that back onto the park and the freeway.
Most of the structures are slab-on-grade or built on fill, which changes the drying problem. Concrete holds moisture far longer than wood framing, and slab moisture migration in a high-water-table area shows up as a flooring failure when it is actually a vapor problem. Getting that diagnosis right saves people from replacing a floor twice.

It is worth addressing, yes. Near the waterfront the soil beneath the house sits close to saturated for much of the year, and without a sealed vapour barrier that moisture moves continuously upward into joists, subfloor and eventually the rooms above. It rarely announces itself as a flood; it shows up as musty air, elevated framing moisture, mold on the underside of the floor and sometimes cupping boards. Because there is no single failure to point at, it often goes unaddressed for years while it quietly degrades the structure. A barrier, corrected discharge and conditioned air deal with it.
