Runoff velocity is the defining problem. Rain falling on grades this steep does not soak in — it accelerates. By the time it reaches a house halfway down, it is moving fast enough to overwhelm any area drain that has so much as a leaf mat on it, and it goes straight into whatever is downhill: a tucked-under garage, a stepped foundation, a downhill room.

Retaining structures are everywhere and they are old. Many predate modern drainage practice entirely. Where a wall was built without drain rock and a perforated collector behind it — or where those have silted up over ninety years — the wall holds water rather than releasing it, and transmits that pressure to the structure behind.

Stepped foundations mean water that enters at one level travels between levels along the footing line and emerges somewhere you would not predict from the floor plan. Thermal imaging earns its keep on this hill more than anywhere else in the city; guessing where to open a wall here is expensive.

The Hayward Fault runs along the base of the hill, and cumulative seismic movement is hard on rigid threaded plumbing connections that have already lost wall thickness to corrosion.

Panoramic Way is single-lane in places with tight switchbacks, and a number of properties have no vehicle access at all — the front door is up a flight of public stairs.

We plan for that before we roll. Truck-mounted extraction is usually not an option, so we bring portable extractors, run long hose, and hand-carry air movers and dehumidifiers. It adds labor hours and we say so on the estimate rather than discovering it on arrival and renegotiating.

The houses themselves are largely 1900s through 1920s brown shingle and Craftsman, with plaster over wood lath, old-growth fir floors and original millwork — material that is worth the patient drying approach and worth matching properly on the repair.

Several are on foundations that have been retrofitted or partially rebuilt over the decades, which means the framing you find behind a wall is frequently not the framing the original drawings would suggest.

Panoramic Hill is the hardest neighbourhood in Berkeley to physically reach, and access — not distance — is what determines whether a restoration crew can actually help you.
