The western shoreline flats around the marina and the industrial corridor sit very low, on ground that is partly fill. During a king tide combined with a storm, the drainage system has limited capacity to discharge and water backs up at ground level. San Leandro Creek runs through the middle of the city, partly channelised and partly culverted. In a heavy year it carries real volume, and properties along the alignment can see ground-level water — contaminated by definition, and outside a standard homeowners policy.

A very large share of San Leandro's housing is post-war tract construction, much of it slab-on-grade. That matters, because slab leaks present completely differently from a burst pipe: an unexplained jump in the water bill, a warm patch on the floor over a hot line, or a persistent damp smell with no visible source.
We locate those acoustically before any concrete gets opened. Rerouting the affected line above the slab is frequently cheaper and far less destructive than cutting the floor, and it is the option a lot of homeowners are never offered.
Estudillo Estates and Broadmoor are the exception — 1920s and 1930s Spanish Revival and Mediterranean homes with plaster over lath, hardwood floors and period detail. Those get the same careful treatment we give Berkeley's pre-war stock: dried slowly with dehumidification rather than high-velocity airflow, and repaired in kind.
The raised-foundation stock has shallow crawl spaces which, on the low western side of the city, stay damp through the wet season.
San Leandro spans two plumbing eras and two very different ground conditions, and which side of that line your house sits on decides almost everything about a water loss here.
Slab tracts and pre-war pockets, scoped differently
Washington Manor and the post-war tracts are slab-on-grade, where water travels sideways under flooring. Estudillo Estates and the older pockets have raised foundations and crawl spaces. The two need different equipment plans.
Shoreline flats drain slowly or not at all
Near the Marina and the low ground, a high water table means standing water has nowhere to go on its own. It waits for a pump, and it is contaminated by then.

Concrete also gives up moisture slowly, so slab jobs often need specialised drying mats and run a day or two longer than the same loss in an older raised house.
