The terrain does most of the work in a water loss here. Rain that falls on the surrounding slopes arrives in the valley concentrated, and the creeks that carry it run right past a great many houses.

Moraga Creek and Laguna Creek drain the surrounding hills and pass through developed parts of the town. In a heavy year they carry substantial flow, and properties in the corridors take ground-level water — contaminated by definition, and excluded from a standard homeowners policy.

Moraga's housing is largely subdivision construction from the 1960s through the 1980s — single-storey and split-level homes on graded hillside lots, with a mix of slab and raised foundations and, on the newer end, some substantial custom houses.
That vintage means copper supply plumbing, and copper of that age fails through pinhole pitting rather than dramatic bursts. Slow, hidden leaks inside walls and under floors for months, producing mold jobs rather than emergency extractions.
On slab-on-grade houses, slab leaks present as an unexplained water bill, a warm patch on the floor, or a damp smell with no visible source. We locate them acoustically before opening any concrete; rerouting above the slab is frequently the cheaper and far less destructive fix.
Low-pitched roofs are common in this era and shed sustained heavy rain less forgivingly than steep ones, so flashing details and worn sections get properly tested during an atmospheric river.

Interception upslope, not sealing at the house. A curtain or French drain above the structure catches the flow and routes it around, and clearing or upsizing the area drains handles the rest. On these lots the drains are usually blocked with oak leaf and duff rather than undersized.
Not under a standard homeowners policy — surface and rising water are excluded and need separate NFIP or private flood coverage. If your property is near Moraga or Laguna Creek it is worth checking your FEMA zone and pricing a flood quote before the next rainy season.

Separate flood coverage handles it and carries a waiting period, so it must be arranged before the season rather than during a storm. A sewer and drain backup endorsement is a different, usually inexpensive addition worth asking your agent about. We document the cause of every loss carefully, because whether water arrived from a pipe, from the ground or from a drain decides the entire claim.
